The fallback chain has a stated order: native download, OA aggregators, Unpaywall DOI resolution, and only then optional Sci-Hub — which gets its own section: mirrors unstable, legal exposure jurisdiction-dependent, responsibility yours, never the default. Unpaywall is the one mandatory setting; without an email the whole source is skipped. IEEE and ACM are skeletons that throw not-implemented. The author also tabulates upstream failures: Google Scholar behind captchas, anonymous Semantic Scholar rate-limited.
